The mayor announced
that the sole purpose of the meeting was to consider two ordinances: one to retain
King Hershey as special counsel for zoning matters, and the other to designate
a Downtown Business Area wherein a six-month moratorium on building permits
would be adopted.
The city clerk
confirmed that the agenda for the meeting was posted the previous Friday at
City Hall.

THEREIN, BE APPROVED FOR FIRST READING; ALDERMAN POOLE SECONDED; ALL AYE;
MOTION CARRIED.

Mrs. Arnold asked if
this would include the area where Bears Printing was located. Mr. Hawver said yes, but a building permit
has been issued already for that property.
Mr. David McCoy
asked the rationale behind the boundary lines for the Designated Business
Area. He said it goes right through
residential areas. Mr. Friedman said
residential properties are not affected by this ordinance. Mr. Hawver said we sought to capture all the
commercial; some are close to residential properties. There are also some office buildings on Crooked Road, which we
included Since residential properties
are excepted from the moratorium it is not a problem that they are included
within the area.
Mr. Friedman asked
about Kahm House. The address is 400
Main, which is inside the Designated Business Area, and it is zoned commercial.
Mr. Hawver said it
was brought to his attention that Ryan=s Roofing was not included, but, he said, everything is developed
there. We should include it in the
planning process, however. Mr. Rittman
said it could be changed later. Mr.
Ferguson said the definition of the Designated Business Area could be changed
later by amendment.
Ms. Koch said right
now, in terms of what=s
important, the moratorium has to be put in place. However, it is also important to consider extending the
designated area to other areas, although not necessarily that night.
Mr. Rittman said he was
very comfortable with the goals. He
didn=t feel the need to amend the ordinance but
would like to take advantage of this period to strategize the traffic flow from
Highway FF to Highway 9. Mayor
Quitmeier said the topic of traffic is always on the table and has been for
nine or ten years, and any suggestions from anyone are welcome at any time,
whether in this process or in any meeting.
Mr. Friedman said it should all be included in the Master Plan, anyway.

Mr. Hawver asked if
the Board wanted staff to prepare an amending ordinance. The consensus was aldermen were comfortable
addressing those concerns in the planning process.
