                ANNEXATION AND REZONING OF NEWSOME PROPERTY FOR MANCUSO BROTHERS

Mayor Quitmeier said Ms. McGillivray had appeared at the public hearing for voluntary annexation of the Newsome property at 10314 Highway 45 and at the Zoning Commission’s hearing on rezoning of this property and asked if anyone had any questions of her. There were none

Mayor Quitmeier thanked the Mancuso brothers for continuing their status as Parkville merchants by annexing this property into the city; they said they enjoyed being in the City of Parkville.

The mayor asked for citizen input. There was none.

                REVIEW OF MINUTES

ALDERMAN FERGUSON MOVED TO APPROVE THE MINUTES OF NOVEMBER 21, 2000, AS PUBLISHED; ALDERMAN POOLE SECONDED; MOTION CARRIED.

                MAYOR’S REPORT

RESIDENT DON DEGENER: The mayor referred to recent publicity regarding the only American diver to participate in the recovery of the bodies of Russian seamen entombed in their submarine since it exploded earlier this year. The deep sea diver is Don Degener, son of former Alderman Lillian Degener, and a resident of Parkville since childhood. Mayor Quitmeier expressed pride in Mr. Degener’s accomplishments and remarked on the great people who come out of Parkville.

PLATTE COUNTY LAND USE PLAN STEERING COMMITTEE: Mayor Quitmeier announced that City Administrator Pat Hawver, who was not present at the meeting that night because of a death in the family, was just appointed to this position.

FINDERS KEEPERS BUSINESS OF THE YEAR: The mayor announced that Finders Keepers was recognized as Parkville’s Business of the Year at the Platte County Economic Development Council’s December 1st luncheon. Jo and Dave Williams and their children were present to accept the award.

WORK SESSION ON BUDGET: Mayor Quitmeier said this session was very productive, and he thanked the aldermen for their efforts. He said the issue of defibrillators for police cars came up at the budget meeting. Two will be purchased to go into police cars. Chief Hudson agreed two would work just fine.

HIGHWAY PROJECTS: The Mid-America Regional Council’s Total Transportation Committee has invited cities to come up with projects for their list. He invited aldermen and others to contact him with ideas. He said Mr. Hawver would probably submit the need for traffic signals on Highway 9 and Coffey Road for consideration.

 

LIGHTS ON FOR LIFE: December 15th has been designated Lights On for Life Day, and drivers are asked to leave their headlights on all day in support of the effort to remind people not to drink and drive. This is especially important during the holidays when there are so many parties.

MEG HARDING: Mayor Quitmeier said former City Hall receptionist Meg Harding will do a fine job for District 30 in the Missouri legislature, and she will hold monthly meetings with constituents in the newly rehabilitated Train Depot beginning in January. He invited other elected officials to do the same. At the same time he thanked former Representative Fred Pouche for the good work he did for us.

                CITY ADMINISTRATOR’S REPORT

The Mayor and Mr. Rupp agreed that Mr. Hawver’s time had been almost totally taken up with work on the 2001 budget in recent weeks. There was no written report for this meeting.

                POLICE CHIEF’S REPORT

Chief Hudson said we had a good monthly report for a change. Christmas on the River went off with almost no hitches. Mayor Quitmeier agreed that it was very nice. The chief thanked all the friends who helped, especially the Street Department. Mr. Friedman asked about the trains. The chief said Burlington Northern & Santa Fe had agreed not to come through, but they did. They did slow down after a call, and held the last trains until after the event. There is a new trainmaster.

                COMMITTEE REPORTS

FRIENDS OF THE PARKVILLE ANIMAL SHELTER: Mayor Quitmeier had a report from Amy Pauling of the FPAS, as follows: Thanks to all the human and animal volunteers who assisted in raising money for the shelter at Christmas on the River and through the "Santa Pictures" program on December 3rd. The Christmas on the River booth raised over $130. The "Santa’s Pictures" were sponsored by Lucy’s Barkery, and Parkville Coffee and Fudge provided coffee and hot chocolate. This program netted over $400.

CHANNEL 2: No report.

PLATTE COUNTY COMMUNITY CENTER: Mr. Atkinson said he spoke with Parkville resident Neil Davidson, who is on the Platte County Parks Committee. Mr. Davidson is keeping him up to date on this matter, and Mr. Atkinson will meet with the new parks director and report back to the board.

FINANCIAL REPORT: No report.

MAIN STREET/PARKVILLE CHAMBER OF COMMERCE: Mrs. Arnold thanked everyone at City Hall, the police and the crew for the excellent job they did for Christmas on the River. She thanked also Mr. Rittman, who, she said, had already provided them with an album of photos from the event. That will help them if they apply for grants.

PARKS: No report.

PLANNING AND ZONING: No report.

RECYCLING AND SOLID WASTE: Mr. Friedman said last weekend’s recycling went smoothly, although donations were down. Mayor Quitmeier said Director Gloria Hickman wants to meet with Mr. Friedman and Mr. Hawver to discuss the future of the recycling operation.

 

TRAIN DEPOT: Mrs. Arnold said she will be moving the Main Street office into the depot over the next few weeks.

TREE BOARD: No report.

Mr. Friedman asked about the $50 bonus for Gloria Hickman; no-one could answer his question, but he said he assumed that Mr. Hawver had approved it.
